Being starstruck is really unhelpful if you want the celebrity to like you or at least like (in not particularly fear) being around you. 
Therefore if u meet one on a random occasion (like I did last night), do as you would with anyone. Nod and smile. Say hello or "thanks" (for picking up my dogs LED collar) and just walk past anonymously.
Easier said then done. 
Just breathe and tell yourself, "It's just a regular person" or picture them naked...
Yeah..no..doesn't help at all,...feeling that pair of eyes resting on me...
It takes 99% of my brains capacity to make a poker face and the remaining 1% left to maintain basic life functions. Meanwhile my heart is beating against the body wall like a lunatic and I wouldn't be surprised if it eventually bursts through, shouting "Here's Johnny!"
